American Rescue Plan Funding: Building a Compliance Framework
As local governments start utilizing Coronavirus State and Local Fiscal Recovery Funds (SLFRF), appropriated under the American Rescue Plan Act, establishing a compliance framework will be critical to effective administration and implementation of programs. During this session, Hagerty Consulting’s Cost Recovery experts will provide you with recommendations to build a comprehensive compliance framework as well as the tools you need as Public Procurement Officials to build a strategic approach that is informed by the needs of various stakeholders throughout your organization/community.

Florida Design-Build Laws – What You Need to Know…
Did you know there are more than 30 Florida statutes governing design-build projects? How familiar are you with the laws that govern your projects? Chris Horton will discuss this and more in a presentation to the Northeast Chapter of Design Build Institute of America Florida Region. This presentation will provide a legislative review specific to Florida design-build projects. You will learn about procurement, public private partnerships (P3), bid protests, bonding, liens, and payment laws. In addition, we will discuss the future of design-build legislation including new legislation on the horizon and thoughts on where Florida legislatures could further bolster design-build project delivery.

As local governing bodies begin to implement plans on how to spend Local Fiscal Recovery Fund monies under the American Rescue Plan, GFOA National will provide updated guidance from the federal government. GFOA's Director of Federal Policies will lead a conversation on the allowable expenditures, propriety tools for compliance from GFOA and guiding principles for communities looking forward.
